India's Smart Cities Mission, launched in 2015, aimed to transform 100 cities into sustainable urban centers. The program, which leveraged Public-Private Partnerships and joint government funding, successfully concluded in March 2025 with all 100 cities having completed projects and operational Integrated Command and Control Centers.
In 2017, SPUR developed a proposal for Patna's Smart City initiative, which was submitted to the Patna Municipal Corporation as a "wild card entry." Based on consultations with nearly 1.98 crore citizens, the plan focuses on Area-Based Development (retrofitting and redevelopment) and Pan-City Initiatives (using technology to improve urban services). The proposal also included assistance for forming a Special Purpose Vehicle (SPV) to implement the project.
A core component of this urban renewal is the modernization of Patna's infrastructure, particularly its transport and public spaces.
A Multimodal Hub is proposed near Patna Junction to significantly reduce congestion and enhance safety. The hub will be built on the low-rise old market and will provide dedicated parking for buses, autorickshaws, and private cars, along with new commercial spaces. It will be connected to the railway station, the upcoming metro station, and a proposed hawker complex via subways, ensuring seamless connectivity. Additionally, the BSRTC Bankipur Bus Stand will be upgraded. This entire system aims to create a cohesive, well-planned urban traffic network by integrating sustainable features.
A riverfront development project is proposed, with a strong commitment to ecological sensitivity. The plan is to enhance the river's edge without causing major disturbance to its vital riparian features—the native vegetation and habitats essential for river health. This initiative will be implemented simultaneously with the development and rejuvenation of various lakes within the city, collectively aiming to improve urban water bodies and green infrastructure.
Additionally, a new Smart Road Network, including the Beerchand Patel Marg (Model Path), is being implemented to reduce congestion, enhance safety, and integrate sustainable features.
